Static VarCache prefs have setters. These are dangerous because they can
violate the primary invariant of VarCache prefs, which is that the global
variable always matches the pref value in the table.
Fortunately they are only used in tests, and we can use vanilla pref setters
instead, and get rid of the VarCache setters.

The conditions under which verifymar is built were not aligned with what
kind of setups are actually doing something. For instance
--disable-signmar --enable-verify-mar was building the verifymar library
but not doing anything with it.
OTOH, building with --enable-signmar --disable-verify-mar did build it
but its code was eliminated at link time because it's unused.
Finally, the conditions between modules/libmar/verify/moz.build and
toolkit/mozapps/update/updater/updater-common.build weren't aligned and
broke some non-Linux tier-3 platforms. We remedy the latter by moving
the flags and libraries verifymar needs to verifymar, so that things
that link verifymar inherit them.
And while in the vicinity, replace a use of NSPR_LIBS with the
pseudo-library `nspr` which has the same effect.

We can initialize the StaticPrefs as soon as the SharedMap object is created outside the parent process.
Additionally when resetting the preferences to their default values, we no longer modify the `Once` StaticPrefs as they are immutable, only the underlying preference.

Duplicated definions, and in particular different default values between all.js and StaticPrefList.h triggers the anti-footgun assertions introduced by bug 1556131 due to how preferences are first initialised.

When testing, the Preference behing a `Once` StaticPrefs should never get modified as this indicate that this StaticPrefs should have a `Live` policy instead.

When we create the SharedPreferenceMap we store the value of the Once pref in it. All child processes will now read the Once pref from the read-only SharedPreferenceMap.

We haven't seen any regression from this, and it seems unlikely that we'd want

This blocks further improvements to the style system. Simplifying this code

This way we preserve the behaviour of getaddrinfo, where both A and AAAA
responses come back at the same time.
Without this Firefox will always be biased, as the first request will usually
be resolved first. So if we requested IPv4 first, we'd mostly be using IPv4.
If we requested IPv6 first, normally we'll wait for the IPv4 response to come
back too, which is functionally equivalent to the new behaviour.
However, if the pref is set network.trr.early-AAAA;true then we'd use the IPv6
response immediately, possibly leading to a failed request if the IPv6
connection fails before we have an IPv4 address to fall back to.
A test for this patch was added in bug 1542561.

This follows the model set down for EME artifacts:
- a new tier is added that uses a new Python build action to fetch and
artifacts
- the action unpacks the fetched artifacts and moves specific inputs
into places expected by the build and packager
- in automation, MOZ_ARTIFACT_TASK* is used to ensure the artifacts
come from the correct tasks
In this case, the artifact fetching is done entirely in a new Python
build action that internally uses `mach artifact install --job ...`.
The action also verifies that the fetched artifacts are compatible and
that we're not assembling a fat AAR that is nonsensical. The specific
inputs are not used in the Fennec APK that is produced; they're only
used in the GeckoView AAR that is produced.
The artifact fetching itself required tweaking to fetch only
`target.maven.zip` artifacts and to not unpack them.
The specific inputs used are the native libraries (libs/$ARCH/*.so)
and the architecture-specific preference files ($ARCH/greprefs.js and
defaults/pref/$ARCH/geckoview-prefs.js). None of these inputs are
impacted by l10n.

The current situation is suboptimal, where we have the same goop
repeated in multiple files, and where things kinda sorta work out fine
thanks to the linker for files that would have been forbidden, except
when the linker doesn't do its job, which apparently happen on
mingwclang builds.
This change only really covers C++ code using operator new/delete, and
not things that would be using malloc/free, because it's easier.
malloc/free is left for a followup.

By default, recycling frames for animated images is enabled. However the
first frame is never recycled because we may need the first frame
immediately if the animation is reset. If only the first frame of an
animation is displayed before shutting down a tab, then it will not
correctly register with the layer state manager prior to its
destruction. This trips an assert incorrectly.
Now we just always register with the layer state manager if recycling is
enabled, and never if recycling is disabled. This allows us to remove
from state information at the cost of requiring a restart to toggle to
recycling pref (which is almost never done now that the feature is
stable.)
