Bug 1583109 introduced new function templates StringJoin and StringJoinAppend.
These are now used to replace several custom loops across the codebase that
implement string-joining algorithms to simplify the code.

nsTSubstring::Split used to heap-allocate an array to store all tokens.
However, most uses of Split just use it to iterate in a range-based for loop.
The few remaining uses also don't need to iterate multiple times over all
tokens, so it's better to just use nsTokenizedRange, which tokenizes lazily.

Allow-list all Python code in tree for use with the black linter, and re-format all code in-tree accordingly.
To produce this patch I did all of the following:
1. Make changes to tools/lint/black.yml to remove include: stanza and update list of source extensions.
2. Run ./mach lint --linter black --fix
3. Make some ad-hoc manual updates to python/mozbuild/mozbuild/test/configure/test_configure.py -- it has some hard-coded line numbers that the reformat breaks.
4. Make some ad-hoc manual updates to `testing/marionette/client/setup.py`, `testing/marionette/harness/setup.py`, and `testing/firefox-ui/harness/setup.py`, which have hard-coded regexes that break after the reformat.
5. Add a set of exclusions to black.yml. These will be deleted in a follow-up bug (1672023).

Among other things, there were some misuses of std::forward, and
GenericErrorResult was (presumably accidentally) instatiated with
references as the template argument type, e.g. const nsresult&,
which circumvented the check for not calling it with NS_OK in
ResultExtensions.h

As long as we're following the STL guidelines on how to do iterators, we
should be annotating things with the bits that the STL iterator support
wants to see.

`nscore.h` includes `xpcom-config.h` which need not be generated for
non-XPCOM consumers. In additon, `nullptr` and `bool` are C++
keywords, so at least some of the comments were dated.
The added include lines address transitive consumers of `nscore.h`.

This also extracts new private member functions AssignOwned and AssignNonDependent.
Furthermore, it fixes an inconsistency for the dependent case: Formerly,
this caused the substring tuple to be materialized into a linear string
infallibly, although the function was a fallible one. It only assigned the
resulting string fallibly, but this would never have failed, since the
allocation already happened before.
