building in the tests directories.  Should not affect the build at all if

a browser window, the right page (home, blank or last page visted) gets
loaded.  clean up tasksOverlay.js, navigator.js and Ensure1Window()
use the browser's command line handler (remove duplicate code).

cmanske%netscape.com 770a137b12 Added Page Properties (26889) and Page Colors dialogs (14344), removed debug menu only in release (27237), link dialog fixes (27308), lots of dialog rewrite to use titledbox instead of fieldset, rewrote insert table dialog to use boxes.
