function _PR_HPUXTransmitFile. The workaround for the OSF1 V4.0
MAP_PRIVATE bug is moved from _PR_UnixSendFile to _MD_CreateFileMap,
ifdef'd with the new macro OSF1V4_MAP_PRIVATE_BUG, which is defined
only on OSF1 V4.
