Two tests assume that wasm caching is always enabled:
- dom/promise/tests/test_webassembly_compile.html
- dom/tests/mochitest/fetch/test_responseReadyForWasm.html

Bug 1701001 - Part 3: Standardize the BarProp values. r=smaug

BarProp.visible on content context now returns the negation of "is popup" of
the top-level browsing context, regardless of the actual visibility of each UI
parts.
browser_test_toolbars_visibility.js is modified to verify:
* content context follows the updated spec
* chrome context still sees the actual visibility
There was pre-existing issue in the test that getToolbarsFromBrowserContent was
reading chrome-context value when it's supposed to read content-context value.
Fixed it to inject script to make sure it reads content-context value.

This commit modifies test_interfaces.js to also test the exposed interfaces
in the WebAssembly namespace. We have conditional features that we'd like
to have confidence that we're not accidentally exposing to web content.
Currently there are:
* WebAssembly exceptions, enabled only in nightly with a default-off pref
* mozIntGemm accelerator function, available only in system or addon principals

This allows us to remove the timeout (which was there for these prefs)
and makes the code a bit more explicit.
Unconditionally making all tests wait for rAF causes some timing changes
which cause some tests to time out / fail, see:

So this only does it when changing the prefs that care about it. Fix
some tests that were relying on the timeout to get this green.
