Landing of the bookmarks rewrite TBOOKMARKS_20030320_BRANCH (bug 196756) part one.

It includes:
- bug 160019: Robust bookmarks handling.
- bug 53422: Bookmarks Transaction Manager
- bug 36339: top level bookmark root
- bug 114962: spring loaded bookmark menu in menubar
Thanks to Jan for the great help, bug fixing and testing.
Jan's fixes include:
- bug 51683: unique URI for bookmarks
- bug 99860: new file bookmarks dialog
- bug 121053: optional labels for separators

Should be possible to drop links on Go button to load them (87048), and text on the Search button to search for it (87062), right clicking disabled back/fw buttons shouldn't show tiny menu (83765), and alt+drag should let you rearrange personal toolbar folders. r=kerz sr=ben

Fixing all (I think) drag and drop issues between the content area, the personal toolbar, and the bookmarks panel/manager. Includes the inability to drag a bookmark with no name, many links dragged to the bookmarks panel not having a title (79600), and bookmarks dragged to personal toolbar having names like "NC:BookmarksRoot" (85328). r=kerz sr=ben
