This requires replacing inclusions of it with inclusions of more specific prefs
files.
The exception is that StaticPrefsAll.h, which is equivalent to StaticPrefs.h,
and is used in `Codegen.py` because doing something smarter is tricky and
suitable for a follow-up. As a result, any change to StaticPrefList.yaml will
still trigger recompilation of all the generated DOM bindings files, but that's
still a big improvement over trigger recompilation of every file that uses
static prefs.
Most of the changes in this commit are very boring. The only changes that are
not boring are modules/libpref/*, Codegen.py, and ServoBindings.toml.

There are few things that are either Fennec-specific or don't work
currently under GeckoView w/ e10s under TestRunnerActivity. Disable
these so we can get some testing going in automation.
This also replaces 'isFennec' with the more correct 'is_fennec'.

For cases where the class has direct calls (that is, we cast `this` to the
subclass before making the call) no longer declare Recv/Answer methods on the
base class at all. This should ensure that slots for them are not generated in
vtables, and also allow the derived class to choose the method signature (e.g.
whether it wants to take something by reference or by value).

When calling a Recv/Alloc/Dealloc method on most types, cast `this` to the
derived class.
There is a heuristic to figure out what the correct derived type is. There is a
blacklist of types which we can't do direct calls on for the moment, as well as
an override for types that do work with direct calls but which don't match the
heuristic.

The current document of a window can change in between the time when a
PaymentRequest registers as an activity observer and when it attempts
to unregister, so keep a strong reference to the document. This is the
same issue as bug 1317805.

Bug 1514594: Part 3a - Change ChromeUtils.import to return an exports object; not pollute global. r=mccr8
This changes the behavior of ChromeUtils.import() to return an exports object,
rather than a module global, in all cases except when `null` is passed as a
second argument, and changes the default behavior not to pollute the global
scope with the module's exports. Thus, the following code written for the old
model:
ChromeUtils.import("resource://gre/modules/Services.jsm");
is approximately the same as the following, in the new model:
var {Services} = ChromeUtils.import("resource://gre/modules/Services.jsm");
Since the two behaviors are mutually incompatible, this patch will land with a
scripted rewrite to update all existing callers to use the new model rather
than the old.

Summary: Really sorry for the size of the patch. It's mostly automatic
s/nsIDocument/Document/ but I had to fix up in a bunch of places manually to
add the right namespacing and such.
Overall it's not a very interesting patch I think.
nsDocument.cpp turns into Document.cpp, nsIDocument.h into Document.h and
nsIDocumentInlines.h into DocumentInlines.h.
I also changed a bunch of nsCOMPtr usage to RefPtr, but not all of it.
While fixing up some of the bits I also removed some unneeded OwnerDoc() null
checks and such, but I didn't do anything riskier than that.

PaymentRequest API is not supported when the PaymentRequest is not in the
fully active document. Adding bool a PaymentRequest::InFullyActiveDocument()
method to check if the PaymentRequest is in fully active document. This
method should be called at the start of any PaymentRequest APIs. If the
PaymentRequest is not in fully active document, ignoring the API call and
throw the NS_ERROR_DOM_ABORT_ERR if needed.

1. Set nsIPaymentRequest.completeStatus as 'updating' when calling
nsIPaymentRequestService::Change*. After event handling done, set
nsIPaymentRequest.completeStatus as '' and call
nsIPaymentUIService::UpdatePayment()
2. When the page handles PaymentRequestUpdateEvent or the Promise of
PaymentRequest::Show() over the dom.payments.response.timeout, set
nsIPaymentRequest.completeStatus as 'timeout' and call
PaymentUIService::UpdatePayment() automatically
3. Set nsIPaymentRequest.completeStatus as 'nohandler' when dispatching
PaymentRequestUpdateEvent and no event handler for it.
4. Set the initial valud of dom.payments.response.timeout to 20000 ms.
