Split strict mode into almost-standards and full-standards mode, where the only quirk in almost standards mode is the quirky inline box model. Remove previous fix for bug 151620. Fix for topcrashers bug 143118 and bug 146891 - prevent continued deserialization after a a deserialization failure of the XUL PD by aborting on failure, also, ensure that that propagates up so we can catch it. Move implementation of HTML label element entirely into the content model so that it can have any display type: implement the event-munging and accesskey support in nsHTMLLabelElement. Ensure that we only poke the chrome cache for prototype documents that are chrome
URIs. Also, ensure that we only cache the fasl'ed prototype when it was read

Fix for bug 124990, Add additional processing loop for DOM event listeners to allow browser level handlers to be fired after content based listeners. r:saari, sr:jst

Browser based listeners can now registers themselves using the AddGroupedEventListener and passing the system event group (which can be gotten via the nsIDOMEventReceiver interface). These listeners will now fire after all content based listeners have processed.
In this initial version of the checkin most browser listeners are still left in the original content group for stability purposes.
