There are multiple fixes contained in this patch:
- fixes for Android/mobile support
- adding extra strings to the ftl file that were never defined before, and previously the ID was just printed to the page
- update test_l10n.py to not rely on about:support anymore
- changing Troubleshoot.jsm to return and ID and args for the strings that should be displayed, so it is compatible with the Fluent API
- misc. fixes so strings that are not localized don't go through the Fluent codepath

Summary:
The about:crashes page is being updated (bug 1463515). To facilitate these changes,
this patch changes the about:crashes page to use Fluent for localization instead of the old systems.
This also includes a script to migrate strings from the old .DTD and .properties files
to the new .ftl one.
Test Plan:
1. build Firefox with the changes
2. run Firefox
3. go to the about:crashes page
4. expect nothing to be different
This extension: https://github.com/rhelmer/webext-experiment-crashme can be used to
add local crash reports for verifying the different states of the about:crashes page.

The current way to configure compare-locales has a lot of
assumptions that make our l10n system really stubborn.
The generic configuration is independent of python, and uses
toml files for configuration. They're still modular, but
there's only one file format.

Also fixes a few nits in filter.py, where we compared the
entity key as bool, which is false if we pass in ''.
Explicitly compare as "entity is None" to be precise about
when we're checking files.

Change filter_py to only report on toolkit files referenced in
mobile/locales/jar.mn.
We ignore netwerk, security/manager, devtools/shared, services/sync
on the module level.

This is a Fennec version of about:accounts, cribbed largely from
Desktop's implementation. This implementation serves two purposes:
One, it allows all fxa-content-server pref handling to remain in
Gecko. Java-side consumers redirect to about:accounts?action=... and
have pref munging and parameter addition (like context=fx_fennec_v1,
etc) handled by about:accounts itself.
Two, it handles network connectivity display and error handling. When
a request is started, we display an animated spinner. We transition
smoothly from the spinner to the iframe display if we can, and if not
we hide any network error and offer to retry. This is more important
in Fennec than it is on Desktop. This approach agrees with Firefox
for iOS.
Some additional notes:
The spinner to iframe transition uses the WebChannel listener to send
LOADED messages to the appropriate XUL <browser> element. It's worth
remembering that Fennec's Gecko is single process, so the <browser> in
question is in the same process. None-the-less, we are close to e10s
safe.
There are four actions: signup/signin/force_reauth, and manage. The
first three try to produce a LOGIN message. The last uses the
fxa-content-server to manage the Account settings. *This is not how
this is arranged on Desktop: Desktop redirects to a new tab, not
wrapped in about:accounts.*

the past -- no message, allow.
* If we have no account now, but had a different account in the past -- prompt.
* If we have an account, and this is the same account -- no message, allow.
* If we have an account, and this is not the same account -- toast and
never allow.
