Changes:
Remove all tests other than `reftests`, `crashtests` and `mochitest-media` for windows10-aarch64.
Important changes are in `taskcluster/ci/test/test-platforms.yml` and `taskcluster/ci/test/test-sets.yml`.
I've gone ahead and removed the windows10-aarch64 specific entries in the YAML files as well.

This patch prevents chrome and chromium raptor tests from running on all mozilla-central commits. They will be triggered on Mondays, Wednesdays, and Fridays by a cron task instead.

This patch adds google chrome release tests for windows10-64, windows7-32, linux64, and macosx. It will run anywhere chromium is currently running, and uses the same settings as chromium for tier, max-run-time, etc.. All chromium test tasks will remain as they are - they will be run in a cron task in the future.

Bug 1352113 - Shippable Builds - allow raptor tests to run for shippable (ends up scheduling shippable builds, due to deps. r=jmaher

raptor-chrome is Google Chrome and only needs to run once per day, so mozilla-central pushes and try.
raptor-profiling is primarily for devs to have up to date profile information and it too only needs to run once per day.
TODO is to try and find a clean way to make them only run when we trigger Nightlies rather than every m-c push.

Bug 1352113 - Shippable Builds - allow raptor tests to run for shippable (ends up scheduling shippable builds, due to deps. r=jmaher

raptor-chrome is Google Chrome and only needs to run once per day, so mozilla-central pushes and try.
raptor-profiling is primarily for devs to have up to date profile information and it too only needs to run once per day.
TODO is to try and find a clean way to make them only run when we trigger Nightlies rather than every m-c push.

This sets all of the shippable tests to not run in the places where they would otherwise.
This patch will be effectively undone later in the patchset.
