marked for "Android 4.0" (API 14) or "Android 4.2" (API 18) while really they

Followup for bug 1719229 ; some builds have not been tweaked to use the
x86_64-linux-gnu sysroot.
In a few cases, this also use a sysroot for the target part when that
wasn't already the case.

In cross-compilation setups (x86_64 host, i686 or aarch64 target), we're
going to need two sysroots. Obviously, we need the sysroot paths to be
different in that case, so the sysroot path themselves need to contain
some distinctive name, and we'll use the `target.toolchain` name for
that (the target triplet with the vendor/machine stripped out).
Because the path name needs to be reflected in the artifact name as well
as the toolchain name, we also change them.
And because the current prefix in the toolchain name is now redundant
with the suffix, we remove the prefix, and allow the bootstrapping
mechanism to try toolchains without the prefix.

We don't offer API splits any more, and with the separation of GeckoView with
the rest of the front-end it's increasingly unlikely that we will in the
future.
This change makes it so that the build name doesn't contain the API version so
that we can update it without breaking all the automation that relies on the
build name.

In the case of toolchain tasks, the tooltool download script already
extracted the SDK in $MOZ_FETCHES_DIR, so no adjustment was required.
Only a Firefox mozconfig needs adaptation.

This updates the task definition for the win64 searchfox job to closely match
the win64/debug task definition in taskcluster/ci/build/windows.yml. So, instead
of running the build with the mozsearch-plugin on a windows worker, it runs
on a Linux worker and does a cross-compile of windows code. The end result in
terms of searchfox artifacts is equivalent, except for absolute filename paths.
I verified that with mozsearch/mozsearch#299 and mozsearch/mozsearch-mozilla#87
in place, searchfox correctly indexes windows-only C++ and Rust code.

This moves the object directory and source directories around in all mozharness
jobs, to allow enabling caching on windows builders.
This makes a number of changes that all need to land at once:
- Move the source checkout for the workspace cache mount, to the checkouts
cache mount.
- Makes the object directoy from underneath the source directory, to directly
in the work directory (which is still under `workspace`).
- Sets the object directory to `obj-build` instead of `obj-firefox`.
- Stops caching the workspace directory (it is still a volume in docker workers,
so writes perform well; a followup revision add some checks around this).
- Removes one level of directory in the mozharness workdir (things were under
`workspace/build`, but are now just under `workspace/`.
- Adjust paths in environment variables and artifact specifications to match
the above changes.

The bulk of this is copy/pasted from a standard android-api-16 debug
build. The only changes are a few extra environment variables in the
taskcluster config, the subconfig file, and the mozconfig, as well as
the --enable-mozsearch-plugin flag in the mozconfig.
