Such a definition automatically sets up the corresponding dependencies
in the taskgraph, and adds the necessary artifact definitions for use in
the corresponding jobs. The jobs end up with a MOZ_TOOLCHAINS
environment variable with a list of path@task-id strings, where task-id
is corresponding to the (possibly optimized) toolchain job, and path
corresponding to the toolchain-artifact defined for that toolchain job.

It is really easy to copy and paste taskgraph or mozharness configs
and cause Perfherder data to be written to the same bucket, resulting
in non-useful metrics collection.
This commit adds a taskgraph transform for the "build" kind that
attempts to look for multiple build jobs writing to the same
Perfherder bucket.
It isn't perfect. But it has already flushed out some jobs writing
to the same bucket and therefore producing bimodal Perfherder data.

--spsProfile - enable profile mode.
--rebuild-talos <N> - retrigger talos tests N times.
--setenv <VAR>=<val> - add extra environments variables.
--tag <TAG> - run tests only the tag TAG.
--no-retry - doesn't retry failed jobs.
We have a chicken-egg problem, as we first generate the full task graph
and then parse the try message. But the graph generation step needs to
know the try message to process the aforementioned options. The
solution is to parse the message before graph generation and then
pass the command line options to the transforms. Then, each transform
can look at the option that interests it and process it accordingly.
The message parse function is configured in kind.yml, which gives some
flexibility for future implementations of alternative syntaxes.
