In TimeStamp_windows.cpp and TimeStamp_darwin.cpp, in
TimeStamp::FromMilliseconds we cast the floating-point number of ticks to
a 64-bit integer before passing to TimeStamp::FromTicks(int64_t).
This means that we skip the check for integer overflow performed by
TimeStamp::FromTicks(double).
This patch simply removes that cast so that we perform overflow checking.
It also adds an assertion to ElementAnimation since this is one place where
the lack of overflow checking was producing a negative value where it should
not.

I have a couple score (hundreds?) of open tabs and have been noticing of late
that the observer service has 4k+ observers for such a session. I was a bit
surprised by this, and lowered the suspect referent count a bit to see if I
could determine what was going on.
There's nothing particularly unusual with my setup, but I'd like to propose
that the count be lowered somewhat anyway. I think it's useful for about:memory
to provide as much information as possible about what might be going on. I've
also tried to update the explanatory text to indicate that merely having high
counts is not necessarily symptomatic of a leak.

I had to remove the assert in the windows TimeStampValue::TimeStampValue() so
it could be constexpr. another option would be to make the constructors being
constexpr conditional on DEBUG, but that requires a couple ifdefs, and it just
seems simpler to make that constructor private and assume TimeStamp code itself
won't be so dumb as to pass that constructor a meaningful value expecting
something to be done with it.
