Ricky Stewart 02a7b4ebdf Bug 1654103: Standardize on Black for Python code in `mozilla-central`.
Allow-list all Python code in tree for use with the black linter, and re-format all code in-tree accordingly.

To produce this patch I did all of the following:

1. Make changes to tools/lint/black.yml to remove include: stanza and update list of source extensions.

2. Run ./mach lint --linter black --fix

3. Make some ad-hoc manual updates to python/mozbuild/mozbuild/test/configure/test_configure.py -- it has some hard-coded line numbers that the reformat breaks.

4. Make some ad-hoc manual updates to `testing/marionette/client/setup.py`, `testing/marionette/harness/setup.py`, and `testing/firefox-ui/harness/setup.py`, which have hard-coded regexes that break after the reformat.

5. Add a set of exclusions to black.yml. These will be deleted in a follow-up bug (1672023).

Boris Zbarsky d36e5a4ea5 Bug 1214364 part 4. Only output full-featured Init methods for dictionaries that need them. r=peterv
Dictionaries that we never initialize with JS values don't need a full-featured
Init() method.  Instead, we output a cut-down Init() method that doesn't even
take a JSContext and Value as argument, and skips as much work as it can.  It
uses constant-false for "is the value present?", but also, to avoid compilation
errors due to use of `cx` and `val` in now-dead conversion code, it tells the
native-to-JS conversion machinery that the value is always missing, which lets
it skip most of the the work it would normally try to do and just output
initialization to the default value.  We only need to do this for members that
have default values; the others either remain no-passed or are required members
with no default-initialization behavior.

This saves about 330KB of codesize on Linux64 without PGO and 285KB with PGO.

Boris Zbarsky 0d2e9ff1f1 Bug 1214364 part 3. Only output ToObjectInternal methods for dictionaries that need it. r=peterv
This saves about 270KB of codesize on Linux64 without LTO, or 20KB with LTO.

The basic idea is that we can flag dictionaries that need to-JS conversion
(hence ToObjectInternal) based on various IDL uses (return value in normal
interface, argument in callback, etc) and then annotate the ones that are
converted to JS manually in C++ code.

The mozwebidlcodegen changes are needed because non-local changes (e.g. whether
a dictionary is used as a return value somewhere) can now affect the code
generation for a dictionary and hence whether the relevant binding file should
be regenerated.  Since these changes can happen in any .webidl file, we need to
check for them.  We can't track this via the dependency set on the dictionary
itself, because that would not notice new uses being added.

Mike Shal 507bbb6ecb Bug 1455799 - Make an explicit webidl export target; r=bz,chmanchester
By including codegen.pp and having a target for codegen.pp, we were
relying on make to build out-of-date include files and re-exec itself
after they are built. However, make produces an error if the file does
not exist, which is why this include was changed to a -include in bug
1378965. Unfortunately this means that make ignores not only a
non-existent file, but also any errors in regenerating the target from
the webidl py_action.

Instead we can make a separate stub file target for webidl generation,
and include the codegen.pp that's generated as a side-effect of the
py_action. This way make will fail properly if the webidl generation
fails, and there is no error message about a missing codegen.pp on the
first build.

Web-visible WebIDL interfaces require DOM peer review with every change, which
is enforced by a commit hook. ChromeOnly interfaces are not exposed to the
web, and therefore don't require the same strictures.

The current commit hook enforces the review requirement for changes to any
(non-Servo) WebIDL file, and is not smart enough to determine if the change is
web-visible. In order to loosen that restriction, we need the build system to
enforce the requirement that only WebIDL files in certain locations may
contain web-visible interfaces, so that the commit hook can restrict itself to
checking only those directories.

This change restricts the location of web-visible WebIDL interfaces to the
dom/webidl/ and dom/bindings/ roots (along with the corresponding objdir root
for generated interfaces). A follow-up will change the commit hook to only
enforce review requirements on these directories.

Andrew Halberstadt 6adcf5b456 Bug 1317970 - Use manifestparser manifests for python unit tests, r=chmanchester
This deprecates PYTHON_UNIT_TESTS and replaces it with PYTHON_UNITTEST_MANIFESTS.
In the build system, this means python unittests will be treated the same as all
other test suites that use manifestparser. New manifests called 'python.ini' have
been created for all test directories containing python unittests.

Gregory Szorc 301c133f5c Bug 1280326 - Stop monkeypatching os.path.exists; r=ted
MockedOpen monkeypatches os.path.exists. Changes to MockedOpen
since this test code was written have made it more robust
making the extra monkeypatching in the test not necessary.

This change may not fix the test failure reported in the bug.
But at least it makes the test code simpler.

Gregory Szorc 16abb7de9c Bug 979665 - Properly detect WebIDL type changes; r=froydnj
This patch fixes a bug in WebIDL code generation that could be triggered
if an input file changed locations but the original file remained on
disk. When computing the set of source .webidl files to perform code
generation on, we failed to prune files that were no longer part of the
active set of input files. References to files in old locations would
get pulled in to the regeneration set, leading to a cryptic KeyError
during code generation.

Make blissfully ignores failures when processing targets of "include"
directives. This was causing failures of WebIDL codegen to be ignored
and causing make to get in a loop.

Gregory Szorc c2b654599f Bug 950370 - Capture WebIDL example interfaces in moz.build; r=glandium
Previously, the set of WebIDL example interfaces to build was hardcoded
in the mozwebidlcodegen Python package. Unfortunately, the example
interfaces in that set were dependent on test-only bindings files,
resulting in build failures when tests were disabled (because those
test-only bindings were defined in a test directory).

In this patch, we now declare example interfaces in moz.build files
so the set of example interfaces lives next to the set of defined
bindings files. The example interfaces are defined in a test moz.build
file - in the same file declaring the bindings files that contain the
interfaces - so the example interfaces only get picked up if the
corresponding bindings are defined.

We could probably switch WebIDL moz.build variables to use lists with
flags. That would be good followup fodder. For now, let's fix the build.
