Bug 1433285: Extract classes*.dex from .ap_ --with-gradle. r=gps,snorp

Right now, we only expect classes.dex, and even --with-gradle we copy
it out of $topobjdir/mobile/android/base. This commit changes that
for --with-gradle: we only take classes.dex from the given .ap_ file,
and we also handle multiple classesN.dex files (for future multi-dex
support). The moz.build system stays the same.
This avoids an issue with newer Android-Gradle plugins, where the
classes.dex produced could be either in dex/ or in dexMerger/,
depending on whether any external libraries needed merging. By
extracting classes.dex from the .ap_ file, we don't need to know what
Gradle build steps actually occur.
The classes.dex in the package-manifest.in has been irrelevant since
Bug 1260241.

This patch moves us from using an old pref `general.useragent.locale`combined
with `intl.locale.matchOS` for retrieving user requested locale, to use a new
preference `intl.locale.requested` which stores a list of well-formed BCP47
language tags. If set to empty, the OS locales are used. If not set at all,
default locale is used.
We are also adding a piece of code to migrate from old to new system.

Bug 780562 - Stop relying on the "platform" chrome flag for global-platform. r=bsmedberg

The "platform" chrome flag requires an irrelevant "content" chrome
manifest entry, while it's only used for locales. It only has exactly
one use, which can actually be replaced by uses of the "os" flag.
Note, we're doing something similar with the "os" flag for skins in
e.g. browser/extensions/pocket/jar.mn.
Unfortunately, for determinism reasons, the chrome manifest entries from
jar.mn are sorted (per bug 982075), so keeping global-platform/unix
would leave it appearing after /mac, and would override it on mac
because of the lack of "os" flag on the /unix entry (we can't put "os"
flags on that entry because we can't do something like os!=Darwin &&
os!=WINNT). So we move it to /gtk such that it always comes before /mac.

Add the necessary XPCOM components to handle prompts for GeckoView. The
JS code mostly package the prompts into GeckoView:Prompt events, and send
