The upload now uses MOZ_SCM_LEVEL to determine which secret and bucket to
upload to, so it can potentially run at any level.
This also modifies task descriptions to allow {level} in scopes, and updates
try syntax to allow `-j doc-upload` even though run-on-tasks says it doesn't
run on try by default.

When a storage child actor gets the xpcom-shutdown notification, it releases
the actor singleton which asynchronously sends __delete__ to the parent and
destroys the child actor immediatelly. However, at the same time parent can be
sending a message to the child which results in a routing error since the child
actor doesn't exist anymore. The routing error causes a crash.
This patch prevents the race by doing the teardown in two steps. We send a
message to the parent DeleteMe and parent then sends __delete__ to the child.
Also remove IsBookmarkedInDatabase(), mItemCount, RecursiveFindRedirectedBookmark(), UpdateKeywordsForRemovedBookmark() from nsNavBookmarks as they aren't used anywhere.

ErrorEvent we never supported anyway until it was added recently to
match the spec. PopStateEvent is not supported by WebKit, Blink is
planning to try dropping support, our telemetry shows usage is
basically zero, and we never supported any way to initialize it anyway.
The changes to Document-createEvent.html and Document-createEvent.js are
taken from upstream. The other wpt changes are new in this commit.

XBL subtrees for video controls all have the
NODE_IS_IN_NATIVE_ANONYMOUS_SUBTREE flag, but not all of them are NAC
themselves, so we may incorrectly miss blockification.

The e10s tests were written assuming a world where ContentTask.spawn and
LocalStorage were both PContent. Also, that Quantum DOM labeling wasn't
something to worry about. These assumptions no longer held, resulting in
the test intermittently failing if all changes hadn't propagated via
PBackground to the tab under test by the time the ContentTask.spawn
state retrieval call made it to the tab's main thread.
This has been corrected by using "storage" events where already in use and
polling where not in use. Plase see the added comments for more details.
The current default is 24, which is equal to the maximum number of stack frames
that DMD will record. And that's a terrible value because it splits up too many
related stack traces into separate records. There is no single best value, but
8 is a much better default.

Remove '--enable-photon' option and use Photon resources to build Fennec.
This patch prohibits changing skin(Australis/Photon) in mach build because we would drop Australis resources in near future.
Any modification in Nightly after this patch should only affect Photon.
