Python 3.6 requires additional dependencies, and these
are already vendored in-tree. However, whenever
`./mach vendor python` occurs with a newer Python
version, they're removed from requirements.txt.
Let's add them back so that the upcoming "wheel vendor"
patch has less unexpected changes.
