Load keyboard layouts programmatically on Windows so we can detect whether a keyboard is available. Instead of MOZ_TOOLKIT, we now have MOZ_WIDGET_TOOLKIT and MOZ_GFX_TOOLKIT.
There is also a new configure flag, --enable-gfx-toolkit which does what its
name implies.
The configure script should continue to work as before.
