If we're destroying the frame loader of a replaced browsing context we'll end up
firing browser-shutdown-tabstate-updated for a tab that wasn't actually closed.
This results in us cleaning up Session Store state earlier than expected, which
means we drop future updates to SessionStoreInternal._closedTabs.
Fixes browser_sessionHistory.js, browser_async_remove_tab.js, and possibly
browser_491168.js for SHIP+BFCache.

This is slightly complicated by the fact that the editor code wants to be able
to set this from the content process, so we really need separate
BrowsingContext and WindowContext flags, the latter of which can be set by the
owning process.

This patch implements support for the manifest V3 matches property
which limits what hosts may load an extensions web_accessible_resources.

IOUtils.write{,UTF8,JSON} now support multiple writing modes:
* overwrite, where the contents of the file will be overwritten and a new file
will be created if it does not exist (the old default),
* create, where the file cannot exist and it will be created during the
operation; and
* append, where the file will be appended to.
(Append is not currently supported for writeJSON because appending JSON blobs
together doesn't make sense most of the time.)

We were using the top BrowsingContextGroup id in this case, which is
obviously wrong. Also make the API take a BrowsingContext directly,
rather than passing outerwindowids around.

Eliminates the NPAPI plugin process type from the GeckoChildProcess enum as part of NPAPI removal. In order to avoid altering enum values when updating the process list, the GECKO_PROCESS_TYPE macro has been updated to include the desired enum value. We want to resist altering the values as they need to be consistent e.g. in telemetry reports.
We also remove plugins from adjacent spots that need to maintain consistency with GeckoChildProcess -- most notably the nsICrashService.

IOUtils now provides a shutdown client for clients to register IO jobs with
that need to run before shutdown finishes. This allows IO jobs to run during
the profileBeforeChange phase.
IOUtils' event queuing has been refactored into a singleton EventQueue class,
which is responsible for running tasks and setting up shutdown blockers. It is
now guarded behind a StaticDataMutex so that is more explicitly clear what is
and is not re-entrant. (The atomic sShutdownFinished cannot be placed behind
the mutex because we need to keep track of that state even when we do not have
an EventQueue.)
