The configure option has explicitly thrown an error for more than a year now,
and it happens that the remaining way to still forcefully use it has been
broken for more than 8 months.

Move Python code into an xpidl subdirectory, and include a setup.py to allow
inclusion from pip install or requirements files. Change build directory
variables appropriately.

It made sense at the time. We now have inverted tiers and will soon have
derecursified building. This doesn't make sense any more.
