The constants in doTestWholeScroll() have to be reduced because
otherwise some subtests end up returning results that are off by a few
pixels with e10s, presumably due to differences in floating point
precision in APZ compared to non-APZ.

Previously, every test and support file would be synced to the objdir
when running any test. Now that only those support files and tests requested
are synced, we note support files required beyond those in a test's
directory in ini manifests.
