Allow-list all Python code in tree for use with the black linter, and re-format all code in-tree accordingly.
To produce this patch I did all of the following:
1. Make changes to tools/lint/black.yml to remove include: stanza and update list of source extensions.
2. Run ./mach lint --linter black --fix
3. Make some ad-hoc manual updates to python/mozbuild/mozbuild/test/configure/test_configure.py -- it has some hard-coded line numbers that the reformat breaks.
4. Make some ad-hoc manual updates to `testing/marionette/client/setup.py`, `testing/marionette/harness/setup.py`, and `testing/firefox-ui/harness/setup.py`, which have hard-coded regexes that break after the reformat.
5. Add a set of exclusions to black.yml. These will be deleted in a follow-up bug (1672023).

That was redundant with the manifest being added with MT (although useful

This patch introduces `nt::VirtualQuery` which consumes only ntdll's functions
to reduce dependency in `MMPolicy` on kernel32.dll. With this, `MMPolicy` still
depends on kernel32.dll, that will be solved by a coming patch.

receives a vector containing all saved records of loaded DLLs that happened
until that moment.
** This code handles profiler labels and stackwalking suppression.
** Once a load has completed, we either pass the load on to XUL for further
processing, or save it for later if XUL is not initialized yet.
* mozglue has its own `ModuleLoadFrame` implementation for the legacy blocklist.
* `DllServicesBase` is updated to support the new interfaces.
* We implement `FallbackLoaderAPI` for `plugin-container`, `xpcshell`, and
any other non-`firefox` processes that do not have a launcher process
providing a loader API.
* We add some wide to UTF8 conversion functions.

Consequently, this removes:
- MOZ_LIBPRIO, which is now always enabled.
- non_msvc_compiler, which is now always true.
- The cl.py wrapper, since it's not used anymore.
- CL_INCLUDES_PREFIX, which was only used for the cl.py wrapper.
- NONASCII, which was only there to ensure CL_INCLUDES_PREFIX still
worked in non-ASCII cases.
This however keeps a large part of detecting and configuring for MSVC,
because we still do need it for at least headers, libraries, and midl.

SxS assemblies do not obey the usual DLL search order. It will make it possible
to load mozglue.dll from appdir even if the PreferSystem32Images mitigation is
enabled and System32 has a random mozglue.dll.
Removing #define XRE_DONT_PROTECT_DLL_LOAD from plugin-container.cpp and xpcshell.cpp allows the #included nsWindowsWMain.cpp to protect DLL loads much earlier in the plugin process startup.

The original changeset that is being backed out had comment:
Bug 1023941 - Part 5: Loader hook to redirect the missing import.
The changes made in bug 1023941 were to work around the fact that with VS2013, msvcr120.dll imports kernel32!GetLogicalProcessorInformation, which is not available on Windows XP SP2.
In VS2015, the GetLogicalProcessorInformation requirement has moved into concrt140.dll (concurrency runtime), which we don't use.
So, now that our build infra is building with VS2015, we can remove the hooking and static runtime linking required to get the VS2013 fix to work.
In addition we need to do that to be able us to link the Chromium sandbox code into firefox.exe and get it to build and run with both VS2015 and VS2013.
