Bug 1174458 - Move WebChannel message support to toolkit/content. r=markh

This makes WebChannel support available to all XUL applications that
use toolkit/, including browser/ and mobile/android/.
The new Robocop tests are necessary because we can't run the existing
browser-chrome tests on Android (yet).

Bug 1166351 - Modify instrumentation to dump out applied binding URLs. r=felipe

This bug is very strange - the tabbrowser-browser binding is sometimes applied
without its base binding, and I have no idea why. I'm also having no luck
reproducing it reliably. I'm hoping that whenever it rears its head next,
whoever hits it will put the information I'm dumping here into the bug
to give me some clues as to what is going on.

The e10s autocomplete popup doesn't pop back up if
nsAutoCompleteController.cpp decides to reuse its cached autocomplete result.
We need to detect when this happens and open the popup in the parent.
