This assumes MOZ_ENABLE_WEBRENDER is always false. It effectively
removes support for enabling WebRender via ac_add_options --enable-webrender
in the mozconfig. Other mechanisms for enabling WebRender remain
untouched.

In order to simulate the specific running order, we have to add a test event 'mozStartedLoadingTextTrack', which would be controlled under a pref.
This test is used to ensure that we won't get `error` event when we change track's mode during loading.

- Getfoo_bar_bazPrefName() -> GetPrefName_foo_bar_baz()

If the first pref entry in the SharedPrefMap array had mIsSkippedByIteration flag set it would have been returned and as such exposed to the user.
