mcgreer%netscape.com dbede1a951 Change the startup/shutdown procedure. Now a minimum amount of seed bytes, MIN_SEED_COUNT, are required before output bytes can be extracted. -DMP_API_COMPATIBLE .  mpi.c is compiled that way.
