`nsIAudioChannelAgent` was created a common interface for a usage of in both js and C++ before, now we have no any JS code would use `nsIAudioChannelAgent`, it's only used in C++ code.
Therefore, in a coming refactoring (bug1580662), we will remove `nsIAudioChannelAgent` and use `AudioChannelAgent` as the only interface. Here we can make these classes start to reference `AudioChannelAgent`, instead of `nsIAudioChannelAgent`.

It would be easier to reuse the utterance if it's stateless. The state
could still be tracked by moving from SpeechSynthesisUtterance to
nsSpeechTask, which is the place to change the state in original
implementation. By removing state in utterance, we don't need to check
the state of utterance when it's pushed into the speech queue.

This requires replacing inclusions of it with inclusions of more specific prefs
files.
The exception is that StaticPrefsAll.h, which is equivalent to StaticPrefs.h,
and is used in `Codegen.py` because doing something smarter is tricky and
suitable for a follow-up. As a result, any change to StaticPrefList.yaml will
still trigger recompilation of all the generated DOM bindings files, but that's
still a big improvement over trigger recompilation of every file that uses
static prefs.
Most of the changes in this commit are very boring. The only changes that are
not boring are modules/libpref/*, Codegen.py, and ServoBindings.toml.

Before bug 938437, we had a rather large and error-prone
nsStaticXULComponents.cpp used to register all modules. That was
replaced with clever use of the linker, which allowed to avoid the mess
that maintaining that file was.
Fast forward to now, where after bug 1524687 and other work that
preceded it, we have a much smaller number of remaining static xpcom
components, registered via this linker hack, and don't expect to add
any new ones. The list should eventually go down to zero.
Within that context, it seems to be the right time to get rid of the
magic, and with it the problems it causes on its own.
Some of those components could probably be trivially be converted to
static registration via .conf files, but I didn't want to deal with the
possible need to increase the number of dummy modules in XPCOMInit.cpp.
They can still be converted as a followup.
