This change vendors `wgpu` library in-tree and hooks up the initialization bits. It implements adapter and device initialization and adds a simple test.

Update-1:
We decided to go with IPDL mechanism instead of Rust based ipc-channel (or any alternatives), which unblocks Windows build.

Update-2:
It appears that WebGPUThreading isn't needed any more as the child thread (and its event loop) is now managed by IPDL infrastructure. This PR removes it 🎉 .

Update-3:
InstanceProvider is also removed.

Update-4:
All set, the try is green, waiting for dependent changes to go in.

The `setCompositionRecording` API on nsIDOMWindowUtils has been broken up into
two new APIs:

* `startCompositionRecording()`, which starts the composition recorder; and
* `stopCompositionRecording(bool writeToDisk)` which stops the composition
  recorder and either returns a Promise that resolves to the collected frames
  or returns a Promise that resolves when the frames have been written to disk.

The collected frames are serialized over IPC as part of a Shmem as to not
approach the IPC data transfer limit.

`windowUtils.setCompositionRecording()` now returns a promise that is resolved
when the composition recorder is enabled (if given `true`) or when frames are
written to disk (if given `false`). To accomplish this, the
`WebRenderCompositionRecorder` now returns a `MozPromise` when writing frames
to disk begins that is resolved when that process finishes.

We decided to go with IPDL mechanism instead of Rust based ipc-channel (or any alternatives), which unblocks Windows build.

Update-2:
It appears that WebGPUThreading isn't needed any more as the child thread (and its event loop) is now managed by IPDL infrastructure. This PR removes it 🎉 .

Update-3:
InstanceProvider is also removed.

Update-4:
All set, the try is green, waiting for dependent changes to go in.

Jamie Nicol 35886dcefd Bug 1580153 - Call NotifyFirstPaint on next composite after RecvResumeAndResize. r=jrmuizel
Previously after RecvResumeAndResize() we would set a flag on the root
WebRenderBridgeParent, which in turn sets a flag on the next display list it
receives that it should be treated as a first paint. Then when that display list
is finally composited, we call UiCompositorControllerParent::NotifyFirstPaint(),
which in turn tells GeckoView to uncover the widget.

After switching tabs in GeckoView browsers, however, the root
WebRenderBridgeParent does not always receive a new display list, so the widget
would not be uncovered. Instead of waiting for the next received display list to
be composited, we simply want to uncover the widget on the next composite. To
achieve this we instead set the forced-first-paint flag on the root
CompositorBridgeParent then we call NotifyFirstPaint() during
CompositorBridgeParent::NotifyPipelineRendered().

Barret Rennie 629a2f0b5d Bug 1566915 - Do not keep a handle to the composition recorder in the CompositorBridgeParent r=mstange
Since we are not writing frames to disk from the `CompositorBridgeParent` in
the WebRender case, we do not actually need a handle to the
`(WebRender)CompositionRecorder` there. Instead, the `HostLayerManager` and
`RenderThread` can maintain exclusive handles to these objects. This will allow
us to use unique pointers for these objects and delete code in a follow up
patch.

Instead of blindly attempting to write frames to disk, we now ensure that the
`CompositionRecorder` exists. In the case where we have not allocated one,
calling `windowUtils.setCompositionRecording(false)` will instead print an
error message to the browser console.

In addition, attempting to call `windowUtils.setCompositionRecording(true)`
while a `CompositionRecorder` exists will also result in an error message.

Bob Owen 387477fb68 Bug 1464032 Part 12: Add CanvasParent, CanvasChild and RecordedTextureData. r=mattwoodrow, jld
RecordedTextureData records TextureData calls for play back in the GPU process.
CanvasChild and CanvasParent set up the recorder and translator.
They also help to manage the starting of translation and co-ordinating the
translation with the frame transactions.
This patch also includes other changes to wire up recording and playback.

NotifyWebRenderError is sent via CompositorBridgeParent/CompositorBridgeChild. It is not good, since they are re-created for each nsBaseWidget::CreateCompositorSession() call. Then there could be a case that the NotifyWebRenderError is not notified to GPUProcessManager and a crash was caused by NotifyWebRenderError message during ipc close.  CompositorManagerParent/CompositorManagerChild are stable for sending NotifyWebRenderError.

lump all of the transactions that generate frames together. This adds
that and builds out all of the plumbing necessary.
