Allow-list all Python code in tree for use with the black linter, and re-format all code in-tree accordingly.
To produce this patch I did all of the following:
1. Make changes to tools/lint/black.yml to remove include: stanza and update list of source extensions.
2. Run ./mach lint --linter black --fix
3. Make some ad-hoc manual updates to python/mozbuild/mozbuild/test/configure/test_configure.py -- it has some hard-coded line numbers that the reformat breaks.
4. Make some ad-hoc manual updates to `testing/marionette/client/setup.py`, `testing/marionette/harness/setup.py`, and `testing/firefox-ui/harness/setup.py`, which have hard-coded regexes that break after the reformat.
5. Add a set of exclusions to black.yml. These will be deleted in a follow-up bug (1672023).

This also moves the 'mach' docs from /python/mach to /mach. The reason being
that 'mach' doesn't really have anything to do with Python other than its
implemented in it.

When XBL is disabled, no code in dom/xbl will be built. Also, adds ifdefs
to remove any of the XBL related code elsewhere. There's definitely more
that can be done here, but I think it's better to wait to do the rest of
the cleanup when we actually remove the code.

Create a new parser (PrototypeDocumentParser) and content sink
(PrototypeDocumentContentSink) that can be used by both XUL and XHTML.
The new parser moves the code from XULDocument that handles creating and
loading a nsXULPrototypeDocument from either the cache or the source
file. Once the parser has finished loading the prototype it notifies the
content sink. The parser is largely a stub and would be better suited
for use as a nsBaseParser, but nsHTMLDocument unfortunately needs an
nsIParser.
The new content sink has the XULDocument code responsible for the
prototype traversal that creates the DOM (XULDocument::ResumeWalk and
friends) and fires off various events.
To unify XUL and XHTML, the XHTML readystate event sequence is used in
XUL. However, the layout path of XHTML loaded from the prototype cache
more closely follows XUL, where frame initializers and layout don't
start until the entire DOM is built.

Consequently, this removes:
- MOZ_LIBPRIO, which is now always enabled.
- non_msvc_compiler, which is now always true.
- The cl.py wrapper, since it's not used anymore.
- CL_INCLUDES_PREFIX, which was only used for the cl.py wrapper.
- NONASCII, which was only there to ensure CL_INCLUDES_PREFIX still
worked in non-ASCII cases.
This however keeps a large part of detecting and configuring for MSVC,
because we still do need it for at least headers, libraries, and midl.

The implementation is based on a cache (datastore) living in the parent process and sync IPC calls initiated from content processes.
IPC communication is done using per principal/origin database actors which connect to the datastore.
The synchronous blocking of the main thread is done by creating a nested event target and spinning the event loop.
libprio does not currently build with MSVC (since it only supports
C90 as a compiler), this is being worked on upstream at https://github.com/mozilla/libprio/issues/17
As we are almost certainly not going to ship Firefox build with MSVC anymore,
let's disable this to get it working on this Tier-2 platform.
