When we resume a download, the request referrer will be computed again
with default referrer policy (which is wrong in the cross-origin case)
We should compute the request referrer before calling download API,
store it in download object and not try to compute again (using
REFERRER_POLICY_UNSAFE_URL).

Maybe there was a time where both updatecommon and
updatecommon-standalone were used in the same configuration, but it's
currently not the case. So the distinction between both is not
necessary, and updatecommon can just become the standalone version of

- the webextension pages are still able to use indexedDB and localStorage on a globally
configured:
"network.cookie.cookieBehavior = 2"
("Accept cookies from websites" unchecked in the about:preferences
"use custom settings for history" section)
- the webextension pages' localStorage does not switch in session-only mode on a globally
configured:
"network.cookie.lifetimePolicy = 2"
