Bug 1224013 part 1 - Enable text-emphasis in UA sheets. r=dbaron
...
The only usage of text-emphasis in UA sheets is to clear it on ruby text. Making
it enabled in UA sheets allows that rule to take effect without additional code
to reload html.css when the pref changes.

We're violating http://www.w3.org/TR/CSS/#partial by leaving this
implementation in when we don't actually support the properties.
We're also incorrectly parsing marks and size in style rules rather than
@page rules; they were only intended for @page rules.

This isn't actually needed for the only caller (which ensures that
frames with will-change: opacity create a stacking context), since
nsIFrame::BuildDisplayListForChild checks HasOpacity, which checks for
NS_STYLE_WILL_CHANGE_OPACITY. However, it's good to have the bit set
for consistency in case we use it elsewhere.

When using CSS_PROP to capture all properties, includers must now
explicitly indicate whether logical properties are included or not,
by defining CSS_PROP_LIST_EXCLUDE_LOGICAL (to exclude them),
CSS_PROP_LIST_INCLUDE_LOGICAL (to include them), or CSS_PROP_LOGICAL
(to capture them separately from other properties).

Ideally we'd make this property inaccessible to Web content style sheets, but
that seems hard since view-source and plain text documents seem to load in a
context that's very similar to Web content as far as the style system is
concerned. It doesn't matter much since it's quite safe and unlikely to be
discovered or used by anyone.

This adds an nsStyleVariables on which computed variable values
will be stored. We don't actually have any properties assigned to
nsStyleVariables; eCSSPropertyExtra_Variables which we added earlier
isn't a real property. To avoid compiler errors for gVariableFlags
being a zero length array, we stick a dummy entry in there.
nsRuleNode::ComputeVariablesData does nothing for the moment.
nsStyleVariable nsChangeHint calculations always return 0, as later
we will compare the actual properties that reference variables to
see what changes are required for them.
