Changed the browser and mochitest name tests to rely exclusively on name change
events. To make this happen, I fixed all the cases where we were
event-deficient in the code:
* Examine target in PushNameOrDescriptionChange if it has eNameFromSubtreeRule.
Fixes cases where a text change event happens with the subtree name root as target.
* Change in aria-labelledby should always result in a name change event because
that attribute has highest prescedence.
* Add eHasNameDependent/eHasDescriptionDependent context flags when dependee accessible
is added after dependent accessible to tree.
* Handle value attribute change in HTML buttons and determine if they should trigger a
name changed event.
* Use accessible tree instead of content tree when calculating HTMLSelectOptionAccessible
name, this keeps the PushNameOrDescriptionChange sees in name flags consistent with
the actual tree.
* Handle label attribute change in select options and determine if they should trigger
a name changed event.
* Determine if s summary attribute change on a table triggers a name change event.
* If a title attribute is changed, reliably fire a name change event if
it is used in name calculation.

I'm not sure in what markup/style scenario a list item accessible
wouldn't have a frame, but would have a bullet. Apparently that can
happen in the wild. Added an assertion, hopefully we can trip it on
something reproducable in the future.

In 1513447 there is a demonstrated instance in which the generated
marker is replaced with another one and throws the list item bullet
state into an unknown state. To remedy this we need to observe when such
elements are removed and added.
Instead of that, I opted to finally make the bullet accessible a real
content-backed accessible. This should help with other issues that pop
up when the list item overrides children management and keeps an
artificial accessible as its first child.

This is in preparation for the next patch the virtualizes ChildAtPoint
in the Accessible class. LocalChildAtPoint allows us to house local-only
child at point implementations.

eHasNumericValue should probably not be a state anyway. We need both of
these types because we currently send eHasNumericValue and
ActionCount != 0 as interface flags when creating proxies.

This is a collaboration between clang-tidy and clang-format.
clang-tidy uses compiled code paths, so this patch is linux specific.

This allows supporting image-set(), etc, and simplifies the bullet frame
code significantly, too thanks to two changes:
* Instead of manually managing the image request, use the CSS image
loader, with the `REQUEST_REQUIRES_REFLOW` flag, to handle image
loads correctly. This didn't exist when this code was initially
implemented, but we can nicely use it now.
* Instead of re-implementing another WebRender command-builder thing,
we can just reuse the nsImageRenderer code.

Allow-list all Python code in tree for use with the black linter, and re-format all code in-tree accordingly.
To produce this patch I did all of the following:
1. Make changes to tools/lint/black.yml to remove include: stanza and update list of source extensions.
2. Run ./mach lint --linter black --fix
3. Make some ad-hoc manual updates to python/mozbuild/mozbuild/test/configure/test_configure.py -- it has some hard-coded line numbers that the reformat breaks.
4. Make some ad-hoc manual updates to `testing/marionette/client/setup.py`, `testing/marionette/harness/setup.py`, and `testing/firefox-ui/harness/setup.py`, which have hard-coded regexes that break after the reformat.
5. Add a set of exclusions to black.yml. These will be deleted in a follow-up bug (1672023).
