Ralph Giles 5bbd8ade03 Bug 1408565 - mozboot: Upgrade to rust 1.21.0. r=nalexander 
We expect to start requiring rust 1.21 soon, so have

Nicholas Nethercote 6164e7abd0 Bug 1408231 - Remove unnecessary forward declarations and add |static| where appropriate. r=glandium. 
This is possible now that all of libpref is in a single .cpp file.

For some functions, this required moving the comment from the forward
declaration to the definition.

Ting-Yu Lin ba33d9cde8 Bug 1374482 Part 1 - Simplify focus changing tests for caret selection mode. r=mtseng 
It uses _test_minimum_select_one_character() to ensure the carets appear,
but the complexity of that test is high. To make the test more stable, I
make it test select a word after changing the focus.
