Bug 1567332 - Report exception stack in android cppunit tests; r=bc

print_exc() gives us information about the location of the failure and also
ensures that the exception name is logged, which android-em task retries rely on.
This also makes cppunit exception handling more consistent with other harnesses
(mochitest, gtest, ...).

Bug 1566712 - Fix quality issues with picture caching when the transform has a fractional offset. r=kvark

This patch reverts the previous attempted fix for snapping issues
with picture caching, and implements a better solution.
This fixes the main visual issue by ensuring that any fractional
offset in the root transform is accounted for by:
* Offsetting the tile rects by this amount, so that the content
origin is a whole device pixel.
* Invalidating all tiles if the fractional part of the root
transform changes. This is required since it can affect the
snapping logic that WR applies. Fortunately, this occurs
very rarely - Gecko typically has a constant fractional part
for each page.

The preprocessed install manifest code uses a Makefile dependency file
to list inputs. If one of the inputs was missing (due to a file removal
or rename), an incremental build would fail until clobbered. We should
treat a missing input as simply being out-of-date and continue
processing.

Gtest jobs on the osx1014 try hardware are taking longer than anticipated to finish up, and ThreadPool.ShutdownWithTimeout tests need to wait an extra 50ms to let all threads finish on time. On the long term, when the underlying issue is fixed thread timeouts will need to be readjusted back to 300ms.

Bug 1543795 configured lmdb to use less memory when opening a database in
read/write mode, so we can remove the workaround code in cert_storage that was
added in bug 1538093 as a way to mitigate the memory usage.
