Users of getPreferedLocales method expect to always have `en-US` as a last resort.
This patch brings back the behavior which regressed with the landing of bug 1346616.

A number of places in JS need to drain the current thread's event queue,
which cannot be done with nsIThreadManager::spinEventLoopUntil, since we
need to not wait for an incoming event when attempting to process one.
Changes to Promise tests designed to test .then(null) have been reverted, and the browser/extensions directory was excluded because the projects it contains have a separate process for accepting changes.

Remove the forbiddenURI pref which was removed in bug 1274893 as well
as browser.safebrowsing.enabled which got renamed in bug 1025965.

Removes references to now unused pref that was added in bug 868441 and removed in bugs 913807 and 1054572. It also removes some leftovers from http channel which have not been removed in those 2 bugs.
Everything depending on the widget being gonk can go away, as well as
everything depending on MOZ_AUDIO_CHANNEL_MANAGER, which was only
defined on gonk builds under b2g/ (which goes away in bug 1357326).

I'm adding a helper function mozILocaleService::GetRequestedLocale to simplify
most of the callsites that are looking for the first of the requested locales.
In most cases, I'm just matching the behavior of the code with reusing
LocaleService API instead of direct manipulation on the prefs.
That includes how I handle error case scenarios.
In case of sdk/l10n/locale.js I am reusing LocaleService heuristics over
the custom one from the file since the ones in LocaleService are just
more correct and unified accross the whole platform.
In case of FallbackEncoding I have to turn it into a nsIObserver to listen
to intl:requested-locales-changed.

This is the one change that's slightly risky, since it may impact add-ons that
depend on panel documents loading immediately, rather than only when they're
