the new "browser.startup.splash" pref.

set the default for "browser.startup.splash" to be http://www.mozillazine.org, until
bug #7417 gets fixed.

Since there is a problem with stream closing after nsFileStream(nsIFileSpec*), cleaning up this code so that we dont write/read/init/write the prefs. Now we simply init/write.
