ramiro%netscape.com bbed66360e Checkin another chunk of Alex Larsson's non-exported symbol reduction 
patch.  All changes protected by  MOZ_STRIP_NOT_EXPORTED.
These particular changes set the NS_EXPORT declarations as needed by
the linker.

Replace rdf_PossiblyMakeRelative() and rdf_PossiblyMakeAbsolute(); use NS_MakeAbsoluteURL() to create absolute URLs, when constructing relative, distinguish between 'name' and 'ref' sites (e.g., 'foo' vs. '#foo').
