Bug 1482344 - [raptor] Fix fetch tasks for native-engine mozharness_test based tasks, r=jmaher

This unbreaks some tier 3 raptor tasks. There are a few fixes rolled together here:
1) Stop overwriting the 'env' in mozharness_test.py's 'native-engine' implementation
2) Set the workdir to /home/cltbld (which makes sure the fetches are downloaded to there)
3) Download the fetches via mozharness in the 'raptor' script (since they don't use run-task anymore)

Enable geckoview-junit, mochitest-cl, mochitest-gpu, crashtests, and jsreftests on
the new packet.net platform. Run only on mozilla-central for now, since we have
limited packet.net capacity in place at this time. Run as tier 3 since this is
preliminary, geckoview is under development, and we are not running on integration
branches.

Bug 1468812 - [taskgraph] Move 'use_fetches' transform to the job section r=gps

The 'use_fetches' transform is currently only being used by toolchain tasks,
but we'd like to expand this to more kinds (like 'test' and 'source_test').
The problem is that 'use_fetches' doesn't have a schema, and assumes things
about the kinds of keys that will be set in the job. For example, it assumes
that job['worker']['env'] is going to be forwarded up to the jobdesc properly.
By moving this transform into the set applied to all 'job' tasks, we:
A) Have a task schema we can reliably depend on
B) Can automatically use it from any 'job' task without kind specific
modifications
Since the toolchain tasks apply the 'job' transforms (almost) right after
the 'use_fetches' transform, this change just works.

Task run time for these tests is highly variable across chunks: Some run
in only 30 minutes, while xpcshell-11 sometimes exceeds 90 minutes.
Rather than waste resources on more chunks, I think increasing the max
task run time is a reasonable way of avoiding intermittent task time-outs.

Bug 1432515 - Enable QR test suites on all branches where the corresponding non-QR versions run. r=milan

Note in particular that tasks that were previously set to run on just
['mozilla-central', 'try'] will now also run on inbound and autoland, in
addition to mozilla-beta and other release branches. In some cases (e.g.
for talos tests) this might result in a significant increase in load on
CI infrastructure. For the tasks that were already running on ['trunk',
'try'] the extra load from the release branches should be relatively
small and will only take effect once 62 moves off nightly into beta.

Android browser tests have a 90 minute application timeout which will produce
better diagnostics than the taskcluster timeout, so the max-run-time should

Having both .*-qr/.* and windows.* as patterns in the run-on-projects
test platform list means that a platform like windows10-64-qr matches
both and the parser complains. Instead of doing this, we can remove the
windows patterns and take the talos tests out of the windows-talos
test-set which accomplishes the same thing.

Android non-gradle tests run against an Android apk built without
gradle, "Bng" on treeherder; confusingly, this platform is labelled
"Android API16+ Gradle opt". This patch significantly reduces the
tests run on this platform: now only robocop tests are run.
The full set of Android tests, including mochitests and reftests,
continue to run on the "Android 4.3 API16+ opt" platform.

There are now only a handful of buildbot jobs remaining and the concern over
outdated treeherder exclusion profiles has largely been resolved.
This does remove the tc() group from a substantial number of tasks which will
now show up as top level tasks, potentially adding clutter. In some cases, we
might want to re-add a new group (e.g group builds or compiled tests together).
However rather than try to predict the best group names for tasks I'm unfamiliar
with, I think it's best to land this as is. Then if things are looking too
cluttered at the root namespace, file follow-up bugs as needed.

we can have a different test set for windows QR builds. The windows10-64-qr

Previously we had linux64-qr as the only QuantumRender test platform.
Soon we will have windows10-64-qr as well and (eventually) we will have
some macOS -qr tests as well. So this patch generifies the existing
regexes to match these platforms.
In a couple of places redundant platform matching lines were removed, to
avoid the case where a given platform (e.g. windows10-64-qr) matches
multiple regexes (e.g. .*-qr/.* and windows.*) which produces an error.

As we transition to Gradle (and only Gradle) Fennec builds, we're
turning the Gradle builds (Bg) into non-Gradle builds (Bng). It's not
worth the effort to rename "gradle" to "non-gradle", so this is a
confusing looking patch that turns on GeckoView tests for everything
but Bng (which has kept the "gradle" name).

When first introduced, test-verify was only run when .js/.html/.xul/.xhtml files
were changed. Recently, it seems to run on every push. This is a speculative fix:
There may be confusion between "test-verify" and "test-verification" so I am
using "test-verify" consistently.

Many of the 'test' tasks key the entire 'mozharness' section by-test-platform.
This is bad because:
A) Configuration under 'mozharness' can't be shared across platforms
B) We can't use the 'job-defaults' simplification since merging is naive
Instead of keying the entire 'mozharness' section, this change keys only the
specific configuration that needs it.
