and all '&' need to be removed from the url spec. otherwise we can't display the message because the xml
code we emit with the urlspec will be malformed.

ramiro%netscape.com f41e67c622 Separate the widget and gfx toolkits into two variables. 
Instead of MOZ_TOOLKIT, we now have MOZ_WIDGET_TOOLKIT and MOZ_GFX_TOOLKIT.
There is also a new configure flag, --enable-gfx-toolkit which does what its
name implies.
The configure script should continue to work as before.
