...
- Made Get/SetAuthorStyleDisabled and ReconstructStyleData non-virtual when called internally.
- Inlined GetFrameSelection and renamed it to FrameSelection.
- Removed non-inline version of GetViewManager.
- Removed unused EnablePrefStyleRules and ArePrefStyleRulesEnabled.

Eliminate nsIStyleSet as an XPCOM interface, making the implementation internal to layout. Frame constructor ownership moves to the pres shell, and the style set methods that forward to the frame constructor are gone. Rewrote style set sheet add/remove to reduce code size. Split strict mode into almost-standards and full-standards mode, where the only quirk in almost standards mode is the quirky inline box model. Remove previous fix for bug 151620.
