Migrated to simply use PopupNotifications.jsm. Additionally, this
changes the behavior to always have two buttons and a remember
checkbox. When selecting allow with remember, it will behave like
the always allow option previously, but when selecting block with
remember, it will move that page into a quiet mode with respect
to Flash - i.e., no plugin overlays will show anymore, and instead
you will just see the plugin icon in the URL bar, which you can
continue to interact with as before.

We're currently fairly vague and inconsistent about the values we provide to
content policy implementations for requestOrigin and requestPrincipal. In some
cases they're the triggering principal, sometimes the loading principal,
sometimes the channel principal.
Our existing content policy implementations which require or expect a loading
principal currently retrieve it from the context node. Since no current
callers require the principal to be the loading principal, and some already
expect it to be the triggering principal (which there's currently no other way
to retrieve), I chose to pass the triggering principal whenever possible, but
use the loading principal to determine the origin URL.
As a follow-up, I'd like to change the nsIContentPolicy interface to
explicitly receive loading and triggering principals, or possibly just
LoadInfo instances, rather than poorly-defined request
origin/principal/context args. But since that may cause trouble for
comm-central, I'd rather not do it as part of this bug.

Youtube has now deprecated flash embeds completely, meaning
enablejsapi in embeds will no longer work. We can now rewrite these to
use HTML5, as any functionality related to the js api will no
longer function anyways.

This patch makes the following changes to the macros.
- Removes PROFILER_LABEL_FUNC. It's only suitable for use in functions outside
classes, due to PROFILER_FUNCTION_NAME not getting class names, and it was
mostly misused.
- Removes PROFILER_FUNCTION_NAME. It's no longer used, and __func__ is
universally available now anyway.
- Combines the first two string literal arguments of PROFILER_LABEL and
PROFILER_LABEL_DYNAMIC into a single argument. There was no good reason for
them to be separate, and it forced a '::' in the label, which isn't always
appropriate. Also, the meaning of the "name_space" argument was interpreted
in an interesting variety of ways.
- Adds an "AUTO_" prefix to PROFILER_LABEL and PROFILER_LABEL_DYNAMIC, to make
it clearer they construct RAII objects rather than just being function calls.
(I myself have screwed up the scoping because of this in the past.)
- Fills in the 'js::ProfileEntry::Category::' qualifier within the macro, so
the caller doesn't need to. This makes a *lot* more of the uses fit onto a
single line.
The patch also makes the following changes to the macro uses (beyond those
required by the changes described above).
- Fixes a bunch of labels that had gotten out of sync with the name of the
class and/or function that encloses them.
- Removes a useless PROFILER_LABEL use within a trivial scope in
EventStateManager::DispatchMouseOrPointerEvent(). It clearly wasn't serving
any useful purpose. It also serves as extra evidence that the AUTO_ prefix is
a good idea.
- Tweaks DecodePool::SyncRunIf{Preferred,Possible} so that the labelling is
done within them, instead of at their callsites, because that's a more
standard way of doing things.

Every JS plugin is assigned a unique ID. When an instance of a JS plugin is created the
frame loader that we use to load the plugin's handler URI will create a special
TabContext. This TabContext causes the ContentParent to use the process for this specific
JS plugin (creating one if it hasn't already) when it creates the PBrowser actors.
This causes the iframes for all the instances of a specific JS plugin to be grouped in the
same process.

It's not only inefficient, but also prone to buggyness. Since styles may not be
up-to-date when it happens.
Post a reconstruct instead, which ensures a style flush happens before running
frame construction.

We know these rewritable YouTube Flash embeds are out there. We don't need to track that we're rewriting them. While only about 0.4% of browser sessions saw rewritable embeds in April 2017, compared to almost 2% in April 2016, is there any reason we would decide to stop rewriting these embeds?
If YouTube ever stops serving Flash video entirely, then we should remove the enablejsapi check (YOUTUBE_NONREWRITABLE_EMBED_SEEN) so users at least see a non-scriptable video instead of nothing.

Firefox 51 users with telemetry enabled blocked about 4.35M SWFs for stability. The block count has been in the single-digit millions for the last few releases. We don't expect these SWFs to go away, so we can stop tracking this telemetry and later replace this plugin blocklist with a more general solution.

Previously, we operated under the understanding that with Flash blocking activated, non-whitelisted documents would be set to CTA. We are changing that such that now, documents will only be CTA'ed if Flash is set to "Ask to Activate".
Flash blocking will now behave according to the following chart:

This patch also completely reworks the flash blocking testing. Test data and most code remains consolidated, but will be run in multiple different tests.
