Kartikaya Gupta 4e01a769dc Bug 1678466 - Speed up converter.py when processing a big set of changes. r=jrmuizel
If a changeset has multiple parents, and those parents get pruned away
such that the changeset ends up with identical parents, we now collapse
those parents into a single parent. This avoids unnecessary recursion
and repetition of work. Generally this is only a problem when processing
a large number of changesets, as the recursion will be exponential with
the depth of the tree, and small numbers of changesets generally have
shallow trees.

Kartikaya Gupta eb7dfc2feb Bug 1674468 - Audit documentation. r=kvark
No significant changes here, mostly clarifying the wording in some places and
making sure it's accurate. Also added a section on the access group since
people looking at this tool may not know about those pieces.

Kartikaya Gupta 14a729735a Bug 1674468 - Remove a couple of pending TODOs. r=kvark
We can just use the author of the commit as the committer. I don't know why
I used anything different in the first place, but I'd like to remove references
to the graphics-team email address so this seems like a good time to fix it.

Also remove another TODO that I'm probably never going to do.

Ricky Stewart 02a7b4ebdf Bug 1654103: Standardize on Black for Python code in `mozilla-central`.
Allow-list all Python code in tree for use with the black linter, and re-format all code in-tree accordingly.

To produce this patch I did all of the following:

1. Make changes to tools/lint/black.yml to remove include: stanza and update list of source extensions.

2. Run ./mach lint --linter black --fix

3. Make some ad-hoc manual updates to python/mozbuild/mozbuild/test/configure/test_configure.py -- it has some hard-coded line numbers that the reformat breaks.

4. Make some ad-hoc manual updates to `testing/marionette/client/setup.py`, `testing/marionette/harness/setup.py`, and `testing/firefox-ui/harness/setup.py`, which have hard-coded regexes that break after the reformat.

5. Add a set of exclusions to black.yml. These will be deleted in a follow-up bug (1672023).

Kartikaya Gupta 447162a66b Bug 1635809 - Use |file| instead of |modifies| in the hg revset query to catch file deletions. r=kvark
Closer look at the man pages shows that the file() query will catch any file
changes, whereas the modifies() query will only capture files that were
modified, which excludes strict deletions.

Kartikaya Gupta 4fe1ed2688 Bug 1617805 - Don't prune hg revs that are referenced by git tags as boring. r=kvark
The git repo may have tags of the form 'mozilla-<rev>' which tell the
converter script that the git commit is synced from given mozilla-central
hg rev. Those git commits are likely to be created manually from mozilla-central
push heads, which may or may not contain changes to the code being synced.
In this instance, the push head being referenced by tag did not contain changes,
and so the rev was pruned as uninteresting to the conversion. This led to a
busted graph and failure during git commit building.

This patch ensures that any hg rev referenced by a git commit doesn't get
pruned as boring, and so can be used as a base to build additional git commits
on top of.

Dzmitry Malyshau 785a7cfbc2 Bug 1596126 - Github synchronization for gfx/wgpu r=Callek,tomprince
This change introduces a "github-sync" component into tools,
which aims to support synchronizing both wgpu and WebRender with github.
~~It also features a "cargo test" job for standalone wgpu (bug  1596127)~~

The code is ported from "gfx/wr/scripts/wrupdater" folder. Changes are:
  1. remove explicit WR parts and make them configurable by command line params
  2. detect "mozilla-xxx" tags and use them in addition to the commits

As a follow up, wrupdater will be removed in favor of github-sync.

Status:
  - [x] get the CI test job working
  - [x] get @kats to fork "wgpu" github for "moz-gfx" bot
  - [x] remove the wgpu testing CI job (into separate PR)
  - [x] create new secret and reference it
