ProcType gets turned into WebIDLProcType, so I assume the intention is
that they are identical. I changed the definition of WebIDLProcType to
match ProcType, and added a static assert to check that they have the
same number of cases.
I also changed the coercion from a static_cast<> to an explicit switch
statement so that it will degrade more gracefully if, say, the enums
get reordered, or one enum gets a case added and removed at the same
time.

To run task_for_pid() on child processes, we need the child task port for
security reasons. This port can be obtained via a Mach IPC exchange.
This is what GeckoChildProcessHost::GetChildTask() provides, so we use it
in cocoa's version of GetProcInfo()

This patch introduces a new module in widget that implements a simple API to
retrieve system information about a process and its threads.
This function is wrapped into ChromeUtils.RequestProcInfo to return information
about processes started by Firefox.
The use case for this API is to monitor Firefox resources usage in projects
like the battery usage done by the data science team.
