Changes:
* Added EXTRA_COMPONENTS variable to build. Use it to automagically install files into the components dir.
* Added SYSINSTALL variable. Use it install files onto the system.
* Move mozilla-config generation from configure to makefiles
* mozilla-config will now generate paths based upon the MRE-based directory layout.
* Generate mozilla script from template
The installation heirarchy currently looks like:
$prefix -> /bin/mozilla
/bin/mozilla-config
/include/mozilla-ver/*
/lib/mozilla-ver (mozappdir)

/defaults
/chrome
There is preliminary build support for MRE dirs as well though the component manager hasn't had MRE support added yet.

r=dbaron, sr=dougt. 97667. nsIInterfaceRequestor is now frozen. nsIInterfaceRequestorUtils.h is now required if you want to use do_GetInterface() for convenience. The two were split because the stuff that is now in nsIInterfaceRequestorUtils.h wasn't ready for freezing. Also, .idl files should just contain interface defs anyway.

bug 40670 [URL: resolution of protocol:/path] checking in the groundwork to have an easy fix if we ever decide to support these kind of deprecated relative urls. Replaced NO_SHARED_LIB & NO_STATIC_LIB with BUILD_SHARED_LIBS, BUILD_STATIC_LIBS, FORCE_STATIC_LIB & FORCE_SHARED_LIB. Added FORCE_USE_PIC.
