This patch does the following:
- Makes cloneElementVisually() return a promise
- Plumbs an event from the MediaDecoderStateMachine's VideoSink to
HTMLVideoElement
- Hooks the event up to resolve the promise from cloneElementVisually()
- Updates tests and their expectations.

This expands Element with chrome-only setAttribute methods that give devtools
callers an ExtendedPrincipal with a CSP with a flag set to allow changes to
inline styles. This gives devtools the ability to modify documents with a
Content-Security-Policy.

It can be null after FreeInnerObjects.
Though it looks a bit spooky for chrome code to poke at a window in that state?
We should at least figure out which change made this such a high-volume crash.
This should unblock nightly updates for now... I can add an assertion when
called from DOM bindings if you want, so that we catch this on debug builds at
least?

Bug 1034856 added support for DH algorithms to WebCrypto, however the final
specification did not choose to include them, making Firefox the only browser
with support.
Bug 1539578 added telemetry to show usage, and it is extremely low (not
appearing on the graphs), which could be expected as Firefox is the only
supporting browser.
Since DH is an ongoing maintenance burden -- and overall cryptanalysis of DH
is progressing -- let's remove it.

The debug dictionaries in MediaDebugInfo.webidl all have default values, and the intent when the debug structure is created by the C++ promise is to initialize all values, including nested dictionaries, to the provided defaults. **required** was not the right way to do this.

The Geolocation API specification renamed the following interfaces and removed the [NoInterfaceObject] annotation so that these types are now exposed to script:
* Coordinates -> GeolocationCoordinates
* Position -> GeolocationPosition
* PositionError -> GeolocationPositionError
This is done in response to an effort to remove the [NoInterfaceObject]
annotation from WebIDL.
Additionally, the following interfaces are now only exposed in Secure Contexts:
* GeolocationCoordinates
* GeolocationPosition

Dictionaries that we never initialize with JS values don't need a full-featured
Init() method. Instead, we output a cut-down Init() method that doesn't even
take a JSContext and Value as argument, and skips as much work as it can. It
uses constant-false for "is the value present?", but also, to avoid compilation
errors due to use of `cx` and `val` in now-dead conversion code, it tells the
native-to-JS conversion machinery that the value is always missing, which lets
it skip most of the the work it would normally try to do and just output
initialization to the default value. We only need to do this for members that
have default values; the others either remain no-passed or are required members
with no default-initialization behavior.
This saves about 330KB of codesize on Linux64 without PGO and 285KB with PGO.

This saves about 270KB of codesize on Linux64 without LTO, or 20KB with LTO.
The basic idea is that we can flag dictionaries that need to-JS conversion
(hence ToObjectInternal) based on various IDL uses (return value in normal
interface, argument in callback, etc) and then annotate the ones that are
converted to JS manually in C++ code.
The mozwebidlcodegen changes are needed because non-local changes (e.g. whether
a dictionary is used as a return value somewhere) can now affect the code
generation for a dictionary and hence whether the relevant binding file should
be regenerated. Since these changes can happen in any .webidl file, we need to
check for them. We can't track this via the dependency set on the dictionary
itself, because that would not notice new uses being added.

This is to address periodic build bustage for Thunderbird that's related
to missing header includes in Unified c++ files. Currently, the Unified files
that get generated for Thunderbird are different from for Firefox. Bug 1442647
suggested that the best long term fix would be to find the reason for the
difference and eliminate it.
Including External.webidl in Thunderbird builds will fix the differing files.
