Allow-list all Python code in tree for use with the black linter, and re-format all code in-tree accordingly.
To produce this patch I did all of the following:
1. Make changes to tools/lint/black.yml to remove include: stanza and update list of source extensions.
2. Run ./mach lint --linter black --fix
3. Make some ad-hoc manual updates to python/mozbuild/mozbuild/test/configure/test_configure.py -- it has some hard-coded line numbers that the reformat breaks.
4. Make some ad-hoc manual updates to `testing/marionette/client/setup.py`, `testing/marionette/harness/setup.py`, and `testing/firefox-ui/harness/setup.py`, which have hard-coded regexes that break after the reformat.
5. Add a set of exclusions to black.yml. These will be deleted in a follow-up bug (1672023).

Now that we don't recurse into the js python configure, we don't need to
have a special treatment for the options that need to be passed down to
that subconfigure, which is what js_option was for.

system we don't use anymore), were applied upstream, or the issue they
fixed were fixed differently upstream.
Two additional patches, sent upstream as
https://github.com/libffi/libffi/pull/579 and
https://github.com/libffi/libffi/pull/580, are needed to fix our build
with, respectively, mingw-clang and GCC.
Our build system is adjusted according to upstream's configure.ac
and configure.host.

Interestingly enough, the aarch64 port already has what looks like iOS
support, so we should (theoretically) not need to do anything else.

The bulk of this patch is the new win64.asm, which is a more-or-less
direct copy of aarch64's sysv.S file, with modifications for armasm64's
peculiarities. The changes to ffi.c were minimal, mostly so that
arithmetic on `void*` conforms to the C standard.
In bug 1296530, we made @depends take a when argument, it can now replace
all uses of @depends_when.
