Bug 1284588 - OS X: Disable content process write access to user files in the home directory; r=gcp

Changes the semantics of the security.sandbox.content.level pref on OS X with
respect to file access to the user's home directory. With the fix, Nightly
defaults to 2 while other releases will default to 1. The level values now
have the following meaning.
*) security.sandbox.content.level=0 disables content process sandboxing.
No change here.
*) security.sandbox.content.level=1 blocks write access to the majority of the
home directory.
*) security.sandbox.content.level=2 includes the write access blocking in
level 1, but also blocks both read and write access to ~/Library and $PROFILE
excluding the extensions and weave subdirectories.
Prior to this fix, Nightly defaulted to a value of 1 while all other releases
used 0. The value of 1 meant that read/write access to ~/Library and the
$PROFILE dir (excluding $PROFILE/{extensions,weave}) was prevented.
The strength of a level=1 sandbox is reduced by this with fix,
but level=1 becomes the first ride-the-trains content sandbox candidate,
Nightly changes to level=2, and higher levels still indicate a more
restrictive sandbox.

- updates the meta charset line for a shorter one using HTML5 syntax
- uses lowercase html
- some of the links have keywords or tags defined
- update tests with specific values to test for the Nightly channel vs other channels

HSTS priming changes the order of mixed-content blocking and HSTS
upgrades, and adds a priming request to check if a mixed-content load is
accesible over HTTPS and the server supports upgrading via the
Strict-Transport-Security header.
Every call site that uses AsyncOpen2 passes through the mixed-content
blocker, and has a LoadInfo. If the mixed-content blocker marks the load as
needing HSTS priming, nsHttpChannel will build and send an HSTS priming
request on the same URI with the scheme upgraded to HTTPS. If the server
allows the upgrade, then channel performs an internal redirect to the HTTPS URI,
otherwise use the result of mixed-content blocker to allow or block the
load.
nsISiteSecurityService adds an optional boolean out parameter to
determine if the HSTS state is already cached for negative assertions.
If the host has been probed within the previous 24 hours, no HSTS
priming check will be sent.

The problem with entering this mode with touch input is that there's no obvious
time to exit the mode. If the user taps on the tab-close button and then lifts
their finger, they might want to close more tabs or they might want to do
something else. For touch/pen, we don't get events like mousemove/mouseout
to distinguish between the two cases. Using a timeout is one possibility but
for now it seems safer to simply not enter that mode when the user is using
touch input to close tabs.

excluding the extensions and weave subdirectories.
Prior to this fix, Nightly defaulted to a value of 1 while all other releases
used 0. The value of 1 meant that read/write access to ~/Library and the
$PROFILE dir (excluding $PROFILE/{extensions,weave}) was prevented.
The strength of a level=1 sandbox is reduced by this with fix,
but level=1 becomes the first ride-the-trains content sandbox candidate,
Nightly changes to level=2, and higher levels still indicate a more
restrictive sandbox.

- removes the invalid mention that the file was automatically generated, it is not the case
- updates the meta charset line for a shorter one using HTML5 syntax
- uses lowercase html
- some of the links have keywords or tags defined

For the :hover state, I used the background color that was currently being used
for the :active state. For the :active state, I bumped up the alpha from .1 to .15
to make it darker, and checked that it passes the WCAG tests.

- Use the frame's message manager to direct messages via the
ProxyMessenger to the right tab instead of directly to the tab.
- Put the implementation in a separate file that is only loaded in
child processes (in the future).
- Explicitly list all addon-process specific files in a new category
instead of reusing the content one.

Update linux32 tooltool manifest to use a gecko build of rustc and cargo
for x86_64-unknown-linux-gnu host targeting both x86_64 and i586.
rustc built with --enable-llvm-static-stdcpp --disable-docs
--enable-debuginfo --release-channel=stable from 'stable' branch
rust 1.11.0 (commit 9b21dcd6a89f38e8ceccb2ede8c9027cb409f6e3)
Pass --target i585-unknown-linux-gnu when building for 32-bit linux.
We mostly want this for official builds, but Debian needs it too,
in both cases to support old machines without SSE2 instruction set
support, so while it means developers will have to `rustup target add
i585-unknown-linux-gnu` when building for this architecture that is
not a common task (most linux devs will be on 64-bit) and it reduces
variance and surprise if binaries are distributed.
