change MediaDecoder::mIsVisible to be a Canonical<bool> and plumb through to
the MediaDecoderStateMachine. This will be used to trigger suspending the
decoding of video frames.

The bulk of this commit was generated with a script, executed at the top
level of a typical source code checkout. The only non-machine-generated
part was modifying MFBT's moz.build to reflect the new naming.

The ogg reader makes two adjustments to the seek time - the first is to clamp it
between start and end time, which MDSM already does. The second is to subtract
SEEK_OPUS_PREROLL from the target. If we wanted to, we could return this as the
resolve value in the seek promise and handle the update in the MDSM. But I think
DropVideoUpToSeekTarget should actually handle this just fine.
Timestamp Offset calculations are now done exclusively by the Media Source
components which allow to recalculate them on the fly. By abstracting those
offsets it remove the need for the sub-decoders to handle them (which allows
to add WebM support).
