This patch makes accessible module use `mozilla::PresShell` directly rather
than via `nsIPresShell`. Additionally, renames `DocAccessible::PresShell()`
to `DocAccessible::PresShellPtr()` for avoiding conflict with using
`PresShell` in it and its sub classes.

This patch marks some methods of nsCoreUtils which are found at writing the
following patches, as `MOZ_CAN_RUN_SCRIPT`.
Due to bug 1543294, some of them are marked as `MOZ_CAN_RUN_SCRIPT_BOUNDARY`
because `MOZ_CAN_RUN_SCRIPT` requires to change base class, but that's
other licenses header or used in our code too many places.

This patch contains three fixes.
1) As in Bug 1515982, we use the constant for RT_MANIFEST instead of
the define, which needs winuser.rh to be included
2) We stop exempting the mingw builds from RCINCLUDE in
toolkit/library/moz.build which causes us to miss all of the
resources in xul.dll
3) We explicitly include IA2Marshal.dll instead of relying on
compiler magic to include it for us.

If html:form has a name given via ARIA, expose it as a landmark to platform APIS that require it. At the time of this submission, this is the case for ATK.

All but one of the current uses of DEFFILE use `SRCDIR + '/file.def'` to
get a srcdir-relative path anyway, and the other one wants an
objdir-relative path, so using Path makes everything clearer.
This makes it more straightforward to translate the paths for the WSL
build.
IA2 now has IA2_ROLE_CONTENT_INSERTION/DELETION.
Mac has AXInsert/DeleteStyleGroup subroles.
We now create accessibles for these elements and expose the appropriate role.
For ATK, there is no specific role for these, so we just use the generic ATK_ROLE_SECTION.

nsIAccessibleText.setSelectionBounds should accept a start offset that is larger than an end offset. This is an indica tion that it is a reverse selection, and the caret should be at the start of the selection.
This should also be consistent with how multiple range selections work interactively - the caret should re
main at the last offset reached.

When an idl file is updated, files like HandlerData.h are generated as
part of the midl target (eg: midl_done). However, Make may have already
stat'd HandlerData.h and cached its timestamp. Although there is a
dependency from HandlerData.h on midl_done, there is no recipe. As such,
Make assumes that HandlerData.h hasn't actually changed, and uses the
cached value of the timestamp when determining if it should install the
file into dist/include. If the cached value is older, make may not
trigger the install rule, leaving the old header in place and breaking
the build.

Gecko has two document roles: roles::DOCUMENT_FRAME and roles::DOCUMENT.
However, the former was not being used at all; the latter was being used
for both ARIA documents and for the native document container. We can
therefore fix this issue by repurposing the unused internal role:
* Rename the role from roles::DOCUMENT_FRAME to roles::NON_NATIVE_DOCUMENT,
and add clarification to the doc strings in Role.h
* Ensure load events are still emitted for ARIA documents (bug 759833)
* Update the ARIA-document mochitests to reflect the above changes
* Change the ATK role mapping for roles::DOCUMENT (the native container)
from ATK_ROLE_DOCUMENT_FRAME TO ATK_ROLE_DOCUMENT_WEB.
* On IAccessible2, map roles::NON_NATIVE_DOCUMENT to ROLE_SYSTEM_DOCUMENT.
This should cause there to be no change in behavior for that platform.
* On macOS map roles::NON_NATIVE_DOCUMENT to NSAccessibilityGroupRole
with a subrole of AXDocument.
