In bug 1578329 I introduced two scoping mistakes:
- A marker was made to have a shorter duration.
- A label was scoped too short and so would most likely be missed during
sampling.
This patch reverts to the original wider scope.

This requires replacing inclusions of it with inclusions of more specific prefs
files.
The exception is that StaticPrefsAll.h, which is equivalent to StaticPrefs.h,
and is used in `Codegen.py` because doing something smarter is tricky and
suitable for a follow-up. As a result, any change to StaticPrefList.yaml will
still trigger recompilation of all the generated DOM bindings files, but that's
still a big improvement over trigger recompilation of every file that uses
static prefs.
Most of the changes in this commit are very boring. The only changes that are
not boring are modules/libpref/*, Codegen.py, and ServoBindings.toml.

This isn't really specific to the FT2 fontlist, it's a general fixup that I noticed while
working on this. (The missing checks aren't crucial, but mean that we might re-read a cmap
when we shouldn't need to.)

Returning an UniquePtr, will remove std::move().
Also will `return s` instead of `return nullptr` when `(!s)`, to avoid extra construction which could also prevent elision (not entirely sure, but it's at least not worse!); and it's clearer that the two `return`s return the same already-constructed on-stack object.
