Giving each logical test its own counter variable will help tests to not
interfere with each other. We also make one infinite looping thread
exit so we're not chewing CPU after these tests finish.

Increased slack boundaries to account for issues with timer bounds in macos 1014. Lower bound slack = 60ms and upper bound slack = 1200ms. The intent is to get gtests working in the short term while timer delays are fixed, then roll the slack boundary back to 30ms.

XPIDL has the requirement that [scriptable] interfaces with [notxpcom]
methods or attributes are [builtinclass]. Currently, if you don't
explicitly mark something builtinclass when it should be, then the
XPIDL compiler will just silently treat it like builtinclass. This
means that you can cause the JS implementation of an XPCOM to start
failing without any warning by marking a method notxpcom.
This patch instead makes it an error. A prior patch fixed the existing
instances in the tree that relied on the implicit behavior.
I also added a test that we reject such classes missing builtinclass
at compile time, as well as classes that inherit from builtinclass
interfaces without themselves being builtinclass. I left behind a part
of the runtime test for this behavior, but now this test just ensures
that you can't implement a [builtinclass] interface in JS.

Disable gtests observed to fail on Android. Some of these are simple build
failures and failures due to file permissions or paths, while other failures
are more obscure.
Once Android gtests are running on mozilla-central, I will file follow-up
bugs inviting teams to investigate the failures and re-enable Android gtests
that are important to them.

`ProcessPriorityManagerImpl::ObserveContentParentCreated` could not be moved
due to using `do_QueryInterface` to cast from a `nsISupports` down to the
`ContentParent` object. This could be fixed to remove the interfaces entirely,
but I left that for a follow-up.

The total size of an IPC inputStream message must be less than 1mb. When we
compose the message for the multiplex stream, each sub stream collaborates with
its own size, deciding if it's better to be a pipe stream (IPCRemoteStream) or
a full serialized one.

Bug 1514594: Part 3a - Change ChromeUtils.import to return an exports object; not pollute global. r=mccr8
This changes the behavior of ChromeUtils.import() to return an exports object,
rather than a module global, in all cases except when `null` is passed as a
second argument, and changes the default behavior not to pollute the global
scope with the module's exports. Thus, the following code written for the old
model:
ChromeUtils.import("resource://gre/modules/Services.jsm");
is approximately the same as the following, in the new model:
var {Services} = ChromeUtils.import("resource://gre/modules/Services.jsm");
Since the two behaviors are mutually incompatible, this patch will land with a
scripted rewrite to update all existing callers to use the new model rather
than the old.

Before this set of patches, the decision of exposing the stream as a pipe was
centralized in IPCStreamUtils, based on the total expectation size of the IPC
message. This triggers issues when multiplex inputStreams contain something
that cannot be sent as a pipe (IPCBlobInputStream, for instance), or something
that it's better to do not set as a pipe (nsFileInputStream), together with
memory streams (nsStringInputStream), which could make the IPC message greater
then what accepted (1mb).
These patches move the "pipe vs non-pipe" choice into the single inputStream
implementation.
